PALEMBANG, SRIWIJAYAPLUS.COM – PT Pelabuhan Indonesia (Persero) Regional 2 Palembang (Pelindo Regional2 Palembang) menerapkan standardisasi dan digitalisasi.
”Kita ingin meningkatkan efektifitas dan efisiensi pelayanan kepelabuhanan. Kegiatan ekspor, impor maupun domestik,” kata General Manager Pelindo Regional 2 Palembang, Imam Rahmiyadi di sela-sela HUT Pelindo 1 Oktober 2022.
Pelabuhan Palembang, kata Imam, satu dari 14 (empat belas) pelabuhan yang dijadikan percontohan untuk penerapan integrasi pelayanan pelabuhan dengan Instansi Pemerintah.
Digitalisasi layanan merujuk instruksi Presiden Nomor 5 Tahun 2020 Tentang Penataan Ekosistem Logistik Nasional.
Digitalisasi serta standardisasi pasca merger Pelindo pada akhir 2021 telah dilakukan peningkatan secara kesisteman dan memberikan dampak positif.
Tergambar kinerja peningkatan kecepatan pelayanan behandle petikemas bersama dengan instansi Bea dan Cukai.
Semula 10 gerakan menjadi 3 gerakan pelayanan, sehingga mempercepat pelayanan pemeriksaan petikemas di Terminal Petikemas.
Sedangkan digitalisasi dan standardisasi tersebut Pelindo melakukan integrasi pelayanan di Pelabuhan dengan Sistem Informasi Standar Pelayanan Kapal dan Barang (INAPORTNET).
Sistem ini dikelola Kementerian Perhubungan. Integrasi yang dimaksud yaitu melalui peningkatan beberapa sistem.
Di antaranya Single Truck Identification Data (STID), Marine Operating System (PHINNISI) dan Sistem Monitoring Tenaga Kerja Bongkar Muat (SIMON TKBM).
Ketiga sistem digital memacu Regional 2 Palembang memberikan layanan yang cepat, efisien dan bebas pungli yang sejalan dengan strategi pemberantasan korupsi.
Pelindo telah melaksanakan sosialisasi dan uji coba sistem STID dan SIMON TKBM pada tanggal 08
September 2022.
Sedangkan untuk sistem PHINNISI di wilayah Palembang perlu diterapkan karena peningkatan jumlah kunjungan kapal pada Agustus 2021 sebanyak 3.550 unit meningkat pada Agustus 2022 sebanyak 3.815 unit dengan persentase peningkatan sebesar 7% .
Peningkatan jumlah GT kapal Agustus 2021 sebanyak 11.039.507 meningkat pada Agustus 2022 menjadi 12.244.410 dengan persentasi kenaikan 10% dan saat ini dalam proses uji coba.
Dengan pengguna jasa. Sistem TID saat ini sudah diterapkan di Terminal Petikemas Palembang sejak tahun 2019, namun pasca merger Pelindo pada tahun 2021 terus dilakukan peningkatan pelayanan sampai dengan tahun 2022 dengan dilakukan update kesisteman.
Sehingga pemilik truk diberikan kemudahan apabila ingin melakukan kegiatan di Pelabuhan lain tidak perlu lagi membuat identitas truk yang baru, karena data truk sudah dikoneksikan ke setiap Pelabuhan yang dikelola oleh Pelindo melalui STID.
SIMON TKBM ini sistem baru yang berfungsi sebagai sistem pengawasan kinerja TKBM di Pelabuhan
Palembang yang anggotanya berjumlah 1100 orang.
Sedangkan sistem PHINNISI adalah sistem baru dalam pelayanan kapal di Pelabuhan, sistem ini bertujuan untuk memudahkan pengguna jasa dalam melakukan pengajuan pelayanan yang memiliki konektivitas dengan INAPORTNET & pengguna jasa nantinya dapat memonitor pelayanan jasa melalui dashboard yg terdapat dalam sistem PHINNISI yang berbasis web secara langsung.
“Pelindo berkomitmen untuk terus meningkatkan layanan lebih efisien dan transparan melalui
digitalisasi layanan yang pada akhirnya dapat mengurangi biaya logistik di pelabuhan,” beber Imam.
Kemajuan digitalisasi dan efisiensi di Pelabuhan merupakan salah satu tahapan yang harus dilakukan
oleh Pelindo sebagai Badan Usaha Pelabuhan untuk memudahkan pelayanan, memperpendek waktu layanan, mempercepat proses dan transparansi sehingga pengguna jasa kepelabuhanan dapat lebih mudah melakukan kegiatan di Pelabuhan. (ril)
