Pemprov Sumsel Siapkan Ratusan Miliar Dana Bantalan Sosial Tambahan

PALEMBANG, SRIWIJAYAPLUS.COM – Forum ALCo (Asset and Liabillites Committee) Sumatera Selatan yang beranggota seluruh Kantor Wilayah Kementerian Keuangan di Sumatera Selatan merilis Kinerja dan FakTa (KiTa) APBN periode Agustus 2022 pada 29 September 2022.

Berdasarkan rilis yang diterima, realisasi belanja negara sebesar Rp23,92 triliun atau 56,30% dari pagu yang ditetapkan.

Terdiri dari belanja pemerintah pusat Rp7,59 triliun dan belanja transfer ke daerah dan dana desa (TKDD) Rp16,32 triliun.

Belanja pemerintah pusat ini terdiri dari belanja pegawai Rp3,49 triliun, belanja barang Rp2,77 triliun, belanja modal Rp1,12 triliun, dan belanja sosial Rp1,32 triliun.

Belanja Kementerian/Lembaga turun sebesar Rp1,27 triliun dari tahun lalu. Penurunan realisasi dikarenakan penyelesaian tagihan yang menyesuaikan proses revisi di tingkat pusat secara nasional, ada kegiatan yang belum dikontrakan, serta pengajuan dokumen tagihan negara kepada PPK yang memerlukan waktu.

Sementara belanja Transfer ke Daerah dan Dana Desa (TKDD) terdiri dari Dana Bagi Hasil (DBH) Rp2,69 triliun, Dana Alokasi Umum (DAU) Rp8,61 triliun, dan Dana Alokasi Khusus Fisik (DAK Fisik) Rp587,54 miliar.

Lalu Dana Insentif Daerah (DID) Rp69,07 miliar, DAK non Fisik Rp2,51 triliun, dan Dana Desa Rp1,85 triliun.

Realisasi TKDD ini mengalami penurunan sebesar Rp0,64 Triliun (-3,79%) jika dibandingkan dengan tahun 2021.

Hal ini terjadi karena adanya penurunan realisasi DBH sehubungan dengan Direktorat Jenderal Perimbangan Keuangan (DJPK) yang sedang melakukan finalisasi perhitungan Kurang Bayar dan Lebih
Bayar (KBLB) DBH 2021.

Selain itu, realisasi penyaluran DBH juga sangat bergantung dengan kondisi penerimaan perpajakan dan PNBP di daerah.

Kakanwil DJPB Sumsel Lydia Kurniawati Christyana, M.M. pendapatan negara di Sumatera Selatan per 31 Agustus 2022 terealisasi Rp12,78 triliun. Atau mencapai 77,37% dari target pendapatan yang dipatok.

Detailnya terdiri dari Penerimaan perpajakan sebesar Rp11,17 triliun, dan PNBP sebesar Rp1,61 triliun. Bila dibandingkan dengan periode yang sama tahun lalu, pendapatan ini mengalami kenaikan sebesar Rp4,02 triliun atau tumbuh 45,84%.

Kenaikan terbesar disumbang oleh Pajak Penghasilan yang naik sebesar Rp5,61 triliun (tumbuh 43,94%).

Lidya mengatakan Forum ALCo Sumatera Selatan mengungkap jika subsidi BBM di Indonesia yang
sebagian besar dinikmati oleh masyarakat mampu.

Misalnya Pertalite, dari 86% yang dinikmati rumah tangga (14% dunia usaha), hanya 20% saja yang dinikmati rumah tangga miskin.

Solar, dari 11% yang dinikmati rumah tangga (89% dunia usaha), hanya 5% yang dinikmati rumah tangga tidak mampu.

Pemerintah menempuh kebijakan subsidi BBM agar tepat sasaran dan berkeadilan dengan mengurangi subsidi.

Hasil penghematan subsidi dapat digunakan untuk kesejahteraan rakyat dan pembangunan di berbagai sektor yang dibutuhkan masyarakat kelas bawah dan kegiatan produktif, seperti pendidikan, kesehatan, infrastruktur energi, dan memperkuat program ketahanan pangan.

Penyesuaian harga BBM ini pun disertai dengan pemberian bantuan sosial kepada masyarakat miskin dan rentan untuk melindungi daya beli masyarakat tersebut dari dampak yang ditimbulkan.

Pemerintah akan mulai memberikan bantalan sosial tambahan sebagai bentuk pengalihan subsidi BBM dalam bentuk Bantuan Langsung Tunai, Bantuan Sosial Upah, dan Bantuan Sosial Pemda.

Bantuan Langsung Tunai di Sumatera Selatan disalurkan kepada 551.713 Keluarga Penerima Manfaat
(KPM) yang termasuk golongan masyarakat miskin dan rentan, dengan indeks Rp150.000 per bulan
selama 4 bulan.

Bantuan Sosial Upah diberikan kepada 284.295 pekerja yang memiliki gaji rendah, dengan unit cost Rp600.000 selama 1 bulan.

Bantuan Sosial Pemda disalurkan dalam bentuk subsidi transportasi angkutan umum dan perlindungan sosial tambahan. Bantuan sosial ini didistribusikan Pemda melalui dana earmark 2% DBH dan DAU dengan total anggaran lingkup Sumatera Selatan sebesar Rp182,78 Miliar.

Kinerja APBN di Sumatera Selatan pada bulan Agustus 2022 ditopang kinerja pendapatan yang baik, namun belanja perlu diakselerasi guna meningkatkan aktivitas dan perlindungan masyarakat.

Selain itu perlu diantisipasi kebutuhan subsidi dan kompensasi serta pemberitan bansos tambahan untuk menjaga daya beli masyarakat di tengah ancaman inflasi. (iiew)
