Dia mengaku tidak memiliki maksud negatif ketika menarasikan TNI seperti gerombolan atau ormas dalam rapat kerja.
Sebab, Effendi saat itu sebenarnya ingin menyoroti isu disharmoni antara Panglima TNI Jenderal Andika Perkasa dengan KSAD Jenderal Dudung Abdurachman. Dia dalam rapat kerja mau mengklarifikasi isu disharmoni antara dua mantan Pangkostrad tersebut secara langsung. Terlebih lagi, ada narasi ketidakpatuhan di dalam isu disharmoni antara Andika dengan Dudung.
Dalam poin tersebut, kata dia, TNI seperti gerombolan apabila tidak memiliki kepatuhan. “Sejujurnya saya tidak pernah menstigmakan TNI itu gerombolan, tetapi lebih kepada, kalau tidak ada kepatuhan,” kata Effendi.
Namun, legislator Daerah Pemilihan III DKI Jakarta itu tetap melayangkan permintaan maaf apabila perkataannya melukai perasaan prajurit TNI.
